Kidnappers free Jonathan's uncle in Bayelsa

The Police in Bayelsa have rescued Chief Nengite Nitabai, 70, President Goodluck Jonathan’s uncle kidnapped on Feb. 23.

Mr Hilary Okara, Commisioner of Police in the State, confirmed the development in a telephone interview with the News Agency of Nigeria in Yenagoa on Thursday.

He said Nitabai was freed in Odioma community in Brass Local Government Area of Bayelsa.

Nitabai, a community leader in Otuoke, Ogbia Local Government Area, was freed unharmed and had re-united with his family.

“We rescued Nitabai from Odioma coastal settlement and as I speak with you, I am with him in his house in Otuoke,” Okpara said.

Okpara said six suspects, including a traditional ruler believed to be the father of the leader of the gang, were arrested in connection with the abduction.

Okpara had on Wednesday dispelled rumours that the septuagenarian had died in the hands of his abductors and assured that the police were closing in on the hoodlums.

Also, the police spokesman, Mr Alex Akhigbe, said that no ransom was paid for Nitabai’s release.

It will be recalled that members of Nitabai’s family had offered a ransom of N30 million which was rejected. The abductors had demanded for N500 million.

HINTS AND HISTORY OF NIGERIA IMMIGRATION SERVICE
BREIF HISTORY:
Before 1958, the immigration duties were the sole responsibility of the Nigeria police Force. By the year 1958, a chief immigration officer headed the department of the immigration services. The chief immigration officer metamorphosed into the present day Nigeria Immigration Service established under the government of Alhaji Tafawa Balewa in 1963.
HINTS:
The Comptroller General is the head of NIS, while Deputy Comptroller General head its various directorate and they are assisted by the Assistant Comptroller General and then the Comptrollers.
Nigeria Immigration service has 8 zones headed by Assistant Comptroller General and the 36 states commands are headed by Comptroller General because of its peculiarity as a state and a zone. Nigeria immigration service has other comptrollers heading the various commands in Lagos and these include:

Morris, a key member of congress, specialized in financial affairs and military procurement, although he and his firm profited handsomely, had it not been for his assiduous labours, the continental army would probably have needed to be mobilized. He worked closely with General Washington wheeled money and supplies from the state, borrowed money in the face of overwhelming difficulties, and on occasion even obtained personal loan to further the war cause. Immediately following his congressional service. Morris sat for more terms in the Pennsylvania legislature in the period between 1778-1781.
During this time, Thomas Paine and others attacked him for profiting in congress, which investigated his account and vindicated him. Nevertheless, his reputation slipped.
Morris embarked on the most dramatic phase of his career by accepting the office of Superintendent of Finance (1781-1784) under the articles of confederation. Controller-General of Nigeria Immigration Service (NIS), David Parradang has announced that the Service will conduct aptitude test for applicants who applied to be recruited in to the NIS on the 15th of this month.


He made this known while speaking at an interactive section with Journalists at the NIS headquarters in Abuja on Thursday.

While explaining that the recruitment exercise was being carried out by the Civil Defence, Fire, Immigration and Prison Services Board, the Comptroller-General said the delay was to ensure that all qualified candidates were shortlisted.

The Deputy Comptroller-General (DCG), Human Resource Manager, Malgwi Henry Yasika told Daily Trust that the recruitment process was at its advanced stage.

 “The recruitment will take place between this month and next month,” he noted.

DCG Yasika who said all the shortlisted candidates will travel to their respective states of origin for the aptitude test, added that training will commence immediately after recruitment.

It would be recalled that the service, September last year advertised vacancy for recruitment to enable it add to its manpower in the fight against insurgency and illegal immigrants.

$1.69m fraud: Ajudua seeks fresh bail

A Lagos socialite, Fred Ajudua, on Wednesday filed a fresh bail application before Justice Kudirat Jose at an Ikeja High Court.

The News Agency of Nigeria reports that Ajudua and one Charles Orie are being prosecuted by the Economic and Financial Crimes Commission for alleged financial scam.

Both men are standing trial for allegedly defrauding two Dutch businessmen, Remy Cina and Pierre Vijgen of $1.69m (N252.8m).

They were re-arraigned before Jose on Feb.5, following the transfer of the case from the former trial judge, Justice Joseph Oyewole.

Ajudua was on September 10, 2013, granted a N50m bail by Justice Ganiyu Safari of an Ikeja High Court, which he had yet to perfect.

Moving the application on Wednesday, Ajudua’s counsel, Mr Charles Edosomwan (SAN), urged the court to grant him bail on liberal terms.

Edosomwan said there was overwhelming medical evidence before the court that Ajudua was suffering from a life-threatening ailment.

He argued that Ajudua was ready to face trial, contrary to the claim by the EFCC that he absconded after he was granted bail on medical grounds in 2005.

“All actions taken by him (Ajudua) were not to evade trial but to stay alive. He was never arrested but he came back on his own,” Edosomwan added.

He also tendered a medical report dated August 12, 2013, issued by Dr Adebisi Ogunjimi of the Lagos University Teaching Hospital, to support his submissions.

“There are photographs attached, showing the first defendant (Ajudua) urinating blood at the hospital. Granting him bail will enable him to access proper medical treatment, which is lacking in the prison system,” Edosomwan said.

The judge, however, adjourned the matter till March 20, to hear the arguments of the EFCC.

'Avoid being raped by your boyfriends'

The Nigeria Police on Tuesday raised the alarm over the increasing reported cases of rape and warned ladies against falling prey to the gimmicks of their male companions.

The police said they had uncovered the tactics prospective rapists use to snare their victims.

They added that the criminal act was one of the fastest growing crimes globally, hence the need to educate Nigerians on the menace, with a view to making them stay out of trouble.

Deputy Force Police Public Relations Officer, Mr. Abayomi Shogunle, wrote on Twitter that young girls and ladies should be wary of the emergency calls they receive from their male friends who feign illnesses.

The police spokesman said experience had shown that potential rapists now feign illness to lure their girlfriends and other female companions to their homes.

He advised that if you are not a nurse or a medical doctor, you should not honour the invitation.

“Ladies, a guy calls you on the telephone and says ‘I’m sick, please come to my house.’ Are you a medical doctor or a nurse? Don’t go. That is a guy’s scope for rape,” Shogunle tweeted.

While urging ladies to be more vigilant and careful in their dealings, the police noted that although rape was usually not the victim’s fault, many of them live with the scar forever.

“Rape is a fast growing global crime. It is never the victim’s fault, yet many victims of rape carry the scar and guilt forever,” the police added on its official Facebook page.

Shogunle said there was no excuse whatsoever for rapists who claim ignorance of the law; adding that it was imperative for men, both young and old, to draw the line between consensual sex and rape.

He advised that men should solicit permission and consent for every intimate advances or sexual activity with the opposite sex. He warned that crossing the red line could be tantamount to spending a life-time in jail.

“Guys, please take a lady’s ‘No’ as no and not a ‘Na shakara, she won do’ stuff. Punishment for rape is 14 years or life jail term!” Shogunle warned.

The police have also enjoined parents and guardians to be wary of child sexual molesters, especially close acquaintances, within their neighbourhoods.

A message on the police Facebook page stated that there had been an upsurge in cases of sexual molestation of minors by those the Force described as “some ungodly adult males.”

It said the majority of sexual molestations of children, especially the girl-child, happen at homes with male domestic helps; and presumed family friends being the leading culprits.

“Parents should guard against allowing their daughters to sit on the laps of presumed male family members or family friends who often take undue advantage of the child and abuse them sexually. Caution must be exercised when placing the girl-child on motorcycles, so that they do not sit on the bike directly facing the rider instead of backing them,” the police advised.

Meanwhile, some Nigerians have called on women to steer clear of risk factors associated with rape. In their messages to the police, they unanimously condemned the crime, but argued that some victims should also share part of the blame.

For Shanu Majekodunmi, the police should live up to its mandate in enforcing the law and also enlightening the public on safety measures to prevent the crime.

He said police should hold enlightenment programmes for ladies about the dangers they are exposed to through suggestive dressing and lewd attitude towards men.

“We should also understand that the blame could also be placed on the ladies who dress indecently. Police should come up with different enlightenment initiatives. Also, training on self defence tactics could also be considered,” Majekodunmi wrote on Facebook.

One Rafael Egbogbo said young ladies had a big role to play in reducing the incidence of rape.

Writing on the police Facebook page, Ogbogbo said, “A large percentage of rape victims are the ones that trigger the offenders with the way they dress, paying visits to unknown Internet ‘friends’ even when they don’t know the (friends’) ulterior motive. In fact, ladies in this digital age extort money and other valuable items from men they meet on the Internet, even when they really don’t want to go out with him.

“I am not legalising rape, but fingers are to be pointed at some of the victims. This is because the police are not omnipresent such that they can be of help everywhere and everytime. Women should also help themselves to reduce this crime.”

Three policemen and two drivers have been declared missing after suspected members of the violent Islamic sect, Boko Haram, attacked the convoy of Gwoza Local Government chairman, Hamman Ahmadu, where two vehicles were also destroyed. It was learnt that the chairman and his convoy ran into an ambush by the sect members at a blown-up bridge on the Bama-Gwoza road at about 4.35pm on Monday. Narrating the incident to journalists in Maiduguri on Tuesday, Mallam Baba, a driver attached to Borno State Government House, Maiduguri, said the convoy was surrounded by several gunmen as it got to the bridge. He said, “On reaching the bridge, after returning from Gwoza township and Barawa village on an official visit, we were surrounded by several gunmen at the destroyed Firgi Bridge. They shot sporadic from all directions. Three drivers were able to make a U-turn and escaped while two other vehicles, including my Hilux vehicle, were abandoned, I had to crawl for about 300 metres to escape from the insurgents.” On casualties of the attack, Baba said, “It is only God that saved our lives yesterday evening (Monday), including the council chairman, which was in the fifth vehicle in the convoy; before we were ambushed at the bridge. Three policemen are missing and two other drivers of the convoy. Up to the time I am speaking to you; the five people in the attacked convoy are yet to be found, 20 hours after we were attacked.”

Saraki, others may become ministers

Barring last minute changes, President Goodluck Jonathan may send a fresh list of ministerial nominees to the Senate for consideration and approval. Those being touted as possible nominees include, a former Governor of Kano State, Ibrahim Shekarau, his counterpart in Sokoto State, Alhaji Attahiru Bafarawa, and Senator Gbemi Saraki from Kwara State. Investigations by our correspondent revealed that the Presidency, in its bid to boost home support for the Peoples Democratic Party in some states, took the decision to pick the politicians as ministers. It was further learnt that the Senate deferred the screening of Hajia Jamila Salik from Kano State last month following a directive from the Presidency that the woman had been dropped to pave the way for Kwakwanso. The Presidency was also said to be considering the nomination of Bafarawa to check the growing popularity of the All Progressives Congress in the state and the rumoured ambition of the Speaker, House of Representatives, Aminu Tambuwal, to contest the governorship election in 2015. In the same vein, our correspondent gathered that Saraki, the daughter of the late strongman of Kwara politics, Senator Olusola Saraki, would be a comfortable bridge-builder and accessible rallying point to deliver the state from the APC being led by her elder brother, Bukola.

Wike blames students’ poor performance on reading culture

Supervising Minister of Education Nyesom Wike on Tuesday in Abuja blamed the poor performance of students in public examinations on poor reading culture. Wike said this at the opening of a four-day workshop for English Language teachers in secondary schools in Abuja, organised by the National Action Committee on Read Campaign. Represented by Mrs Bridget Okpa, Director, Education Planning, Research and Development in the ministry, the minister said the Federal Government was worried by the declining standard of education in the country, particularly at basic school levels. “The importance of reading among students and teachers to unlocking any form of knowledge and information can never be over-emphasised. “As we all know, the falling standard of education in Nigeria has become a topical issue of national dimension. “It is in recognition of the importance of reading that the Federal Ministry of Education has accorded the Read Campaign recognition. “It is a central place to chart the course of reading and inculcating reading culture among Nigerians,” he said. Wike said that government was stepping up its campaign to address poor reading and comprehension competencies among teaching personnel. The Permanent Secretary in the ministry, Dr MacJohn Nwaobiala, said that reading was a valuable asset through which national and international development could be attained. “Reading is the means by which people gain access to the vast and varied supply of knowledge and experiences that are preserved in written form. “It is also an outlet for relaxation and enjoyment. “As the saying goes, knowledge is power, and it is through reading good books that one acquires knowledge,” he said.

Immigration arrest 77 foreigners in Bauchi

Comptroller of the Nigeria Immigration Service in Bauchi, Mr. Mr Ejukwule Usman, has said about 77 foreigners without valid documents have been arrested by the command in the state. The foreigners were said to be nationals of Cameroon, Chad and Niger Republic. Speaking to newsmen while parading them in Bauchi on Tuesday, the comptroller said the foreigners were apprehended in various locations across the state. He said the security situation in the state had necessitated the need to deport all such illegal aliens. Ejukwule said,“They were arrested while conducting illegitimate business in the state. In view of the security situation bedeviling the country, particularly the North-East region, it has become imperative for us to take measures that will ensure the protection of lives and properties”. Ejukwule said the exercise embarked upon by the immigration service was also to rid the state of criminals even as the 2015 general elections approach. He reaffirmed the readiness of the command to ensure a crime-free society and called on citizens of other countries desiring to reside in Nigeria to ensure that they process and obtain genuine documents before coming into the country. The comptroller also appealed to other sister security agencies to assist the command in identifying and deporting illegal immigrants in the state, adding that their partnership would go a long way to maintain security and peaceful co-existence in the state.

EU plans $5.5m relief assistance to CAR refugees

The European Commission will provide relief assistance to victims of the violence in the Central African Republic who have been forced to flee to Chad and Cameroon. The assistance, which is worth $5.5m in funding, comes from the Commission’s support of 45 million euros to CAR since the escalation of the crisis in December 2013. It will help the most vulnerable people seeking to meet their basic humanitarian needs, including shelter, food, health, protection, water, sanitation and hygiene. “Central Africans may have found some respite from the appalling violence in their country but, even so, their suffering continues in neighbouring countries. “There is currently little prospect of them being able to return home and they urgently need our help just to survive their ordeal,” said Kristalina Georgieva, EU Commissioner for International Co-operation, Humanitarian Aid and Crisis Response. The ongoing crisis in the CAR has already forced more than 188,000 people to take refuge in neighbouring countries. The CAR ranks among the world’s poorest countries and has been embroiled in a decade-long armed conflict. A team of European humanitarian experts are there monitoring the situation and working closely with partner organisations to ensure that aid reaches those who need it most.

FG plotting to hike fuel prices -APC

The All Progressives Congress has accused the Peoples Democratic Party-led Federal Government of acting out a clandestine script to increase fuel prices through the back door. It alleged that the ongoing nation-wide fuel scarcity might have been induced to make higher fuel prices a fait accompli for Nigerians. In a statement in Lagos on Tuesday by its Interim National Publicity Secretary, Alhaji Lai Mohammed, the party said the fact that the scarcity had persisted despite the claims and counter-claims by the government and the oil markers, and the measures purportedly taken by the government to ameliorate the situation, was the clearest indication of official deception. APC said, “The more fuel trucks the government claims to have sent to major cities to ease the scarcity, the more difficult it is for Nigerians to obtain the product. This is an old trick and Nigerians should not be hoodwinked into believing there will be no increase in fuel prices. The only deterrent is to let the government know Nigerians will resist any price hike. “The truth is that with the elections approaching, the PDP-led FG is desperately seeking all possible avenues to raise funds for its usual electoral shenanigans, and increasing fuel prices has always been an attractive option to the government, not minding what the impact will be on the same people it has impoverished since 1999.” APC said the lingering scarcity had forced many Nigerians to pay as much as N120 for a litre of fuel, which, the party alleged, was the benchmark the FG had fixed. “The next refrain from the government will be that only higher prices will guarantee the availability of the product, and that many marketers are unwilling to import the product because of low profit margin. We urge Nigerians not to swallow this bait,” the party said. It commended the Nigeria Labour Congress for its timely warning against any plan to hike fuel prices, saying the Jonathan administration’s assurances that fuel prices would not be increased could not be relied on. “The big deception of 2012, when the government slammed a massive price hike on Nigerians on New Year’s day despite assurances to the contrary, is still too fresh in the memories of Nigerians. The same people who inflicted that pain on Nigerians are still in charge, so no one should trust them,” APC warned.

FRSC warns motorists against using fake documents

The Federal Road Safety Commission on Tuesday urged motorists to get genuine vehicle documents to avoid arrest and prosecution Mr Boboye Oyeyemi, the commission’s Deputy Corps Marshal in charge of Motor Vehicle Administration, gave the advice in an interview with the News Agency of Nigeria in Lagos. He said that the commission had upgraded its facilities to make the issuance of licences stress- free. “You will see the speed at which licences are being processed now and there is no reason to go through touts. “If the licence is N6, 350 why do you want to pay N40, 000 to touts who will give you a fake one? “I think any right-thinking Nigerian should not go through touts, who will give fake document. “This is not appropriate and at the end of the day you will be prosecuted for having a fake document either for vehicle registration or fake licence. “Let everyone go through the process individually and get this thing done, it is stress-free. It is much faster now. “When Mr President wanted to obtain his licence he left the State House and came to our office to do his capture and obtained his licence. “If he could do that every Nigerian should follow suit.” Oyeyemi said that the commission was on top of the human errors that were hindering the smooth processing of the licences nationwide. On March 6, the commission announced the opening of five additional offices for the issuance of drivers’ licences in Lagos. The Joint Tax Board had earlier set Oct. 1, 2013 as deadline for motorists to get the new number plates before extending it to June 30.

Court orders arrest of Ekiti cleric over fraud

A Federal High Court sitting in Ado-Ekiti has ordered the arrest of a cleric, David Folowosele, over alleged N450,000 fraud. The News Agency of Nigeria reports that Justice Adamu Hobon gave the order while delivering judgment in a fraud case on Tuesday. Hobon also ordered the police to ensure that the cleric was made to provide the money without delay. Folowosele, who presides over Christ Apostolic Church, City of Defence, Ijero-Ekiti, Ijero Local Government Area of the state, allegedly collected N450,000 from one Mrs Iyabo Adeosun. According to Adeosun’s counsel, Mr Oluwatobi Fatoki, the money was for the purchase of a car. The counsel told the court that his client had confided in the cleric that she obtained a loan to build a house. He said rather than encourage Adeosun to build the house and support her with prayers, Folowosele said God revealed to him that she should buy a car instead. The counsel said the cleric collected the money from his client on the pretext of assisting her to get a good car. On realising that she had been defrauded as no car was delivered to her, the victim took the case to the police. The counsel, however, said several visits to the church by the police to recover the money proved abortive. The development, Adeosun’s counsel said, made the cleric’s counsel, Mr Austin Agbonghale, to approach the court to seek a halt to his arrest and prosecution. Hobon in his judgment, however, ruled that “an invitation by the police to investigate a purely criminal matter is constitutional.”

Cote d'Ivoire's minister stresses need for reform agenda

Cote d’Ivoire’s Minister of Finance and Economy, Mrs Nial Kaba, says the country needs to ensure swift implementation of its reform agenda in the interest of the economy. Kaba told newsmen in Abidjan that government would continue to provide the enabling environment for the private sector to thrive. “The private sector must play key role in the economic renewal of the country, as a government we are providing the suitable environment. “Also, the government is open to accepting genuine foreign investors who are ready to take advantage of the various opportunities in the country,” she said. The minister said Côte d’Ivoire had great potential to improve its ranking among international economies. She said all stakeholders in the economy should work together in realising the county’s dream of becoming an emerging nation in 2020. “This dream requires the collective input of every stakeholder, we all need to be committed towards its realisation,” Kaba said. The News Agency of Nigeria reports that economic activities in Cote d’Ivoire witnessed a downturn following the post-election crisis that rocked the country. With the return of calm to the country, the Alassane Ouatara-led government had continued to woo investors, reassuring them that the country was safe for investment. Analysts say government needs to remove bottlenecks in company incorporation, access to loans and provide adequate security to boost investor confidence.

China deploys satellites in hunt for missing plane

China’s Defence Ministry on Tuesday said it would use 10 satellites to help search for missing Malaysian Airlines flight MH370. The ministry said the Xi’an Satellite Control Centre in north-western China reprogrammed the high-resolution satellites for full-time monitoring of weather, communications and search operations in the area where the Malaysia Airlines plane disappeared. Reports said that pilots of two planes from Hong Kong spotted unidentified debris off the coast of Vietnam on Monday. However, it was not clear if the debris was linked to the missing plane, which had been en route from Kuala Lumpur to Beijing with 227 passengers and 12 crew, on board.

Adamawa suspends officials for fraud

Gov. Murtala Nyako of Adamawa on Tuesday approved the suspension of four government officials for alleged fraud. A statement signed by the Permanent Secretary, Administration, Mallam Mohammed Sa’ad, said two of the affected officers, Dahiru Gomina and Garba Kayari, worked at the e-payment department of the state’s Accountant-General office. The remaining two, Dauda Ali and Elam Sule, the statement said, worked with the Post Primary School Management Board. It also announced the replacement of the Executive Secretary of the Post Primary School Board, Mallam Ayuba Njidda with Mrs Bilkisu Khalid. “Nyako has directed the Ministry of Education to re-assign the executive secretary, while the affected officers remain suspended until investigations are concluded.”

Contractor suspends renovation of National Stadium swimming pool

Renovation work of the swimming pool at the National Stadium, Lagos, which began in November, 2013, has been suspended by the contractor. The News Agency of Nigeria reports that the contractor handling the project was not seen on site. NAN learnt that the contractor, O’ Jez Group, has abandoned the project since February. The Stadium Manager, Alanamu Abolere, attributed the suspension of the project to lack of fund. “The firm must have run out of fund to warrant the stoppage,” Abolere said. He said the firm was already processing the release of funds to it by the Federal Government for the completion of the project. A representative of O’Jez Group, Ifeoma Ene, declined comment on the issue when contacted on telephone. NAN reports that the renovation of the Olympic-size swimming pool was expected to be completed by the end of March.

Missing plane changed course – Air force

Military radar suggests the missing Malaysia Airlines plane turned west, away from its planned route, before vanishing, Malaysia’s air force says. Flight MH370 from Kuala Lumpur to Beijing went missing on Saturday, after taking off with 239 people on board. The international search for any wreckage has been widened. Earlier, it emerged two men travelling on stolen passports on board the plane were Iranians with no apparent links to terrorist groups, officials said. Malaysian police named one man as Pouria Nour Mohammad Mehrdad, 18, and said he was probably migrating to Germany. Interpol identified the other as Delavar Seyed Mohammadreza, 29. Experts have said the presence of two people with stolen passports on a plane was a breach of security, but one that is relatively common in a region regarded as a hub for illegal migration. Interpol Secretary General Ronald Noble said the two men had travelled from Qatar’s capital Doha on their Iranian passports, and switched to stolen Italian and Austrian passports to board the Malaysia Airlines flight.

One killed as bandits engage soldiers in gunfight

One person was killed on Monday night when some suspected armed robbers engaged some soldiers in a gunfight in Misau Local Government Area of Bauchi State. The bandits were said to have blocked the Ningi – Misau road, attacking motorists and other passersby. The incident, which caused pandemonium among students and residents, was said to have occurred near the College of Legal and Islamic Studies, Misau. The students were said to have fled the college as guns boomed around the school, creating fears that the college was under attack by the violent Islamic sect, Boko Haram. An attack by the sect’s members on the Federal Government College, Birni Yadi in Yobe State claimed the lives of no fewer than 29 students of the school. A source in the military told newsmen that soldiers at checkpoint received a distress call from people in the area that bandits had blocked the Ningi-Misau road. It was learnt that in an attempt to open the road, the hoodlums started shooting sporadically but were repelled the soldiers, leading to the killing of one of the suspected robbers. Others were said to have fled into the bush while the soldiers recovered one motorcycle, one bicycle and mobile phones from them. The Police Public Relations Officer of the Bauchi State Command, Haruna Mohammed, said he had yet to be briefed on the incident. The Chairman, Caretaker Committee of Misau LGA, Alhaji Ibrahim Wasiri, confirmed the incident, adding that the college was not the target of the attack.

Stay away from Ekiti, police warns thugs

Ahead of the June 21 governorship election in Ekiti, the police on Tuesday warned political thugs to leave the state or risk imprisonment. Mr Felix Nyanna, the new Commissioner of Police in the state, gave the warning in Ado-Ekiti at a stakeholders’ meeting. Nyanna, who said that the command was battle ready to combat any act of violence, added that the warning was also directed at sponsors of thugs. The police boss said leaders of political parties in the state might soon be compelled to sign an undertaking not to promote violence or use thugs. Nyanna also urged parties and their aspirants not to embark on any form of rally or campaign without first giving at least 72 hours notice to the command. He said even when permission for such forum was granted, those involved must refrain from the use of foul language and direct attacks on candidates of other parties. Nyanna advised that such notice to the police must contain the correct names of places where the rally or campaign would take place and time of the event. The police boss, who pledged to be impartial, gave an assurance that the command would provide a level playing ground for all stakeholders. “I am not here to favour anybody or party; all I am here to do is to secure lives and property as well as maintain peace at all times,” he said.

British journalist shot dead in Kabul

A foreign journalist working for a British news channel was shot on Tuesday by gunmen in the Afghan capital, police source said. “The British journalist was travelling in his car along with his Afghan interpreter at Wazir Akbar Khan area’s 15th Street when he was shot,” Gul Agha Hashemi, Chief of the Kabul Police Criminal Investigation Department, said. “He was immediately taken to the nearby Emergency Hospital, where he died of his injuries,” Hashemi said. Wazir Akbar Khan area houses several diplomatic missions and aid agencies. The interpreter and two suspects are now in police custody, Hashemi said. The journalist also held a Swedish passport which he used to enter the country, another official said. The interpreter confirmed the victim had Swedish nationality, Hashemi said. The Swedish embassy did not respond to a request for comment. The shooting occurred close to the Lebanese restaurant that was attacked by three suicide bombers in January, killing 21 people including 13 foreigners

New Zealand to vote on flag change

New Zealand is to hold a referendum on whether to change the national flag, Prime Minister John Key has announced. Key, who on Monday called an election for 20 September, said the vote would be held within three years. The current flag shows the Southern Cross constellation and includes the Union Jack – the UK’s national flag – in one corner. Key said the flag represented a period of history from which New Zealand had moved on. “It’s my belief… that the design of the New Zealand flag symbolises a colonial and post-colonial era whose time has passed,” he said in a speech at Victoria University. “The flag remains dominated by the Union Jack in a way that we ourselves are no longer dominated by the United Kingdom.” “I am proposing that we take one more step in the evolution of modern New Zealand by acknowledging our independence through a new flag.” Key said that he liked the silver fern – popularised by national teams including the All Blacks – as an option, saying efforts by New Zealand’s athletes gave “the silver fern on a black background a distinctive and uniquely New Zealand identity”. But he said he was open to all ideas and that retaining the current flag was “a very possible outcome of this process”. A group of cross-party lawmakers would oversee the vote process and a steering group would seek public submissions for new flag designs, he said. Key said there was no move to cut ties with the British monarchy. “We retain a strong and important constitutional link to the monarchy and I get no sense of any groundswell of support to let that go,” he said. It is not clear to what extent there is support for changing the flag. One poll late last month showed only 28 per cent of respondents wanted to change the flag, compared to 72 per cent who were happy with the current version. Representatives of service personnel have argued that troops have fought and died under the existing flag. “The view of the RSA is there is no need to change the flag,” Don McIver, national president of the Returned and Services Association, was quoted as saying by the Associated Press news agency. The opposition Labour party has said it supports the process. “We’re not going to differ or divide from the government on this issue. It’s a broad constitutional issue, if the country wants a debate about the flag so be it, but it’s not the primary issue for this election,” leader David Cunliffe said. The polls have been scheduled so that a new government will be in place by the G20 meeting due to take place in Australia in mid-November. Key’s National Party currently has a sizeable lead over the Labour opposition, polls show.

Kwara CP warns against political rallies at airport

The Kwara State Commissioner of Police, Mr Ambrose Aisebor, on Tuesday warned political parties in the state against any political rallies within the premises of the Ilorin International Airport. He reminded them that there is a prohibition against such gatherings within airport premises. He spoke in Ilorin, the Kwara State capital, while addressing political parties in the state. The CP also urged political parties in the state not to hold their political rallies on the same day, at the same time in the state. He stated that he will not grant permit for such. He said the directive became necessary to avoid violence and acts of thuggery which could jeorpardise the peace and harmony in the state. According to him, the police would provide adequate security for all political parties in the state, saying he would be fair and just to all the parties. The CP assured that he would provide level playing ground for all stakeholders. He also warned against removing party bill boards and posters. ‘We were to get N1m for human eye’

Suspected ritual killers arrested by the Bauchi State Police Command have said their greed for N1m pushed them to rape and remove the eye of a 30-year old woman in Lukshi village of Dass Local Government Area. The victim, Zainab Mohammed, who is physically challenged and a mother of four, was returning home from a coronation on March 1, 2014, when the suspects attacked, raped and removed her eye. Speaking to journalists at the commands headquarters in Bauchi on Monday, the suspects said they were sent by one Usman Sambo, who promised to pay them N1m after delivering the eye to him. One of them, Bitrus Yakubu, 45, said, “We don’t know what he wanted to do with the eyes, but he told us that if we bring the eye to him, he will give us N1m. “It was as a result of such promise that we had to remove her eye. It was because of greed. “But when we took the eye to him, he asked us to wait until he confirmed that the eye would work for the purpose it was meant for.” The second suspect, who refused to give his name, said he removed the eye, but did not rape the victim. He said, “I know her very well, I couldn’t have raped her. Her mother and my mother came from the same area.” But Sambo, a herbalist, said he had three wives and seven children. He denied knowing anything about the incident, saying that he was a licensed herbal doctor. He said, “I did not send them to bring any eye to me. I am a licensed herbalist who gives people herbs for different diseases and illnesses. “Bitrus only came to me and told me that he had gotten a human eye and asked me if I could make a charm for him. “I then asked him what kind of charm he wanted and he said one that would enable him disappear and reappear at any time and any place, but I told him I could not make such a charm.” However, speaking to PUNCH Metro on her hospital bed at the Abubakar Tafawa Balewa Teaching Hospital, Mohammed said they offered to pay her before removing her eye. “I know two of them who removed my eye. “When I refused their offer, they raped me and forcefully removed my eye and tried to remove the second one, but I shouted and people came. “When they saw people coming, they left me in a pool of blood and ran into the bush,” she said.

UNESCO, FCT partner on girl-child education

The Education Secretary, Federal Capital Territory, Mr Kabiru Usman, on Tuesday pledged the ministry’s cooperation with UNESCO to improve the country’s education sector. Usman gave the pledge in an interview with the News Agency of Nigeria in Abuja. He said the ministry shared the vision of improving girls and women education, given its attendant benefit of boosting the development of the nation. Usman said that the partnership with UNESCO involved empowering girls and women in the FCT and Rivers in a phased initiative by the world body. He added that women and girls who were out of jobs would also be empowered through the scheme. “There is a saying that when you educate a woman, you educate a nation and thereby enhance the development and productivity of a nation. “This is because the woman is the manager of a home and through this avenue inculcates in the children values that would benefit the family, society and the nation at large. “Neglecting the education of the girl child is doing a great disservice not only to the person. “So with this partnership, we expect to see a lot of progress and development, particularly with the two states,” he said. According to him, achieving the global goal of Education for All will only be made possible if the girl child and women education is given priority. Usman said that the ministry would collaborate with the Ministry of Communications Technology to enhance ICT knowledge among women in the territory. “Report has it that only 13 per cent of women in the territory are literate. “The ministry is making effort to improve and increase the number of educated people in Nigeria and as such women must not be left behind in this drive,” Usman said. He said the ministry was making deliberate efforts to develop teachers in the drive to transform the nation’s education sector. “The quality of education is determined by the quality of teachers and as such, Nigerian teachers must be well-equipped to develop the sector,” he said

Alams loot: Bayelsa denies suit against EFCC

The Bayelsa Government on Tuesday denied media reports that it had filed a suit against the Economic and Financial Crimes Commission over funds looted by its former Governor, Diepreye Alamieyeseigha.

The News Agency of Nigeria reports that the EFCC had in a statement on Monday said that it was yet to be served court summons for the suit, reportedly filed in a Federal High Court, Abuja, by the government.

Head, Media and Publicity for EFCC, Mr Wilson Uwujaren, in the statement, accused the Bayelsa government of using the suit as a ploy to distract the commission from ongoing N14.7 million fraud case against some officials of the government.

NAN recalls that the EFCC had on Feb. 28 arraigned Messrs Apiri Richard Tonye and Paul Charles before Justice Kate Abiri of the Bayelsa State High Court, Yenegoa.

However, a statement issued in Yenagoa by Mr Daniel Iworiso-Markson, the Chief Press Secretary to Gov. Seriake Dickson, denied the involvement of the state government in the said suit.

“The attention of the Bayelsa State Government has been drawn to a publication in some sections of the media entitled ‘Bayelsa asks EFCC to remit N1.4 billion from Alamieyeseigha’.

“The said reports quoted one Mr George Uboh, Chief Executive of Panic Alert Security System, reportedly acting on the mandate of the Bayelsa State Government, wrote to the Economic and Financial Crimes Commission to remit the twin sums of N1.4 billion and $1.3 million recovered from a former Governor of the state, Chief Diepreye Alamieyeseigha.

“The Bayelsa State Government denies the reports and stated categorically clear that it did not mandate any individual or firm to act on its behalf to request or institute any suit against the EFCC,” the statement read in part.

The statement called on the EFCC and the general public to disregard the publications

Eight-year-old girl allegedly commits suicide in Enugu

An eight-year-old girl was found dead on Monday in the bathroom of her family compound at Red House Bus Stop, Ofolonu Road, Nsukka, Enugu State, in a circumstance suspected to be suicide.

An eye witness who pleaded anonymity told the News Agency of Nigeria that the lifeless body of the girl was found about 3.20 p.m. hanging from a wood in the bathroom.

“I was surprised because I saw the girl playing with other children when I was going out to buy something from the market.

“I wonder what will make an eight-year-old to commit suicide.

“Another thing that surprised me is that the two legs of the child were on the ground, which is not normal when one commits suicide; the legs should be dangling,’’ she said.

The witness urged the police and other relevant security agencies to investigate the death of the child, adding that the rope on the child’s neck was “not strong enough to kill her, if really she committed suicide.”

“I know the police investigation will unravel the real circumstance behind the suspected suicide,’’ she said.

The victim’s guardian, Mr David Ajibo, told NAN that the child lived with him, adding that she was the daughter of his brother in-law.

“This girl has been staying with us since her father died. I am shocked as I do not know what to say; only God knows what happened.

“She was hale and hearty when I left the house in the morning, and I wondered what would make a girl of eight to commit suicide,’’ he said.

Contacted, Mr Ebere Amarizu, Enugu State Police Public Relation Officer (PPRO), confirmed that the girl allegedly hung herself in the bathroom, adding that the police had commenced investigation into the incident.

“The corpse of the deceased has been deposited at the Bishop Shanahan Hospital mortuary in Nsukka,’’ he said.
