Federal Cabinet: Security Agencies Screen Names Submitted By Buhari [see List]

Security agencies have since commenced the screening of about 40 names of Nigerians being considered for ministerial appointment by president-elect, General Muhammadu Buhari.

DAILY POST gathered that the names were submitted about a week ago.

The security agencies carrying out the checks are the Department of State Services, the Directorate of Military Intelligence and the National Intelligence Agency.

The names include Prince Olagunsoye Oyinlola, former Osun State governor and ousted PDP National Secretary; Chief Bode Mustapha, former PDP National Auditor; an All Progressives Congress stalwart from Ogun State; and Engineer Segun Oni, former Ekiti State governor and APC Deputy National Chairman (South West).

Others are Dr Kayode Fayemi, the immediate past governor of Ekiti State; Dr. Abba Ruma, a former Minister for Agriculture and Water Resources; and Chief Kanu Agabi, a former Minister of Justice.

The list also includes Donald Duke, a former Governor of Cross River State; Governor Raji Fashola of Lagos State; and Yinka Folashade Oredola, a pharmacist from Ondo State.

Others on the list are Rotimi Akeredolu, a former gubernatorial candidate in Ondo State; Governor Chibuike Rotimi Amaechi of Rivers State; Engineer Funsho Kupolokun, former Group Managing Director of the Nigeria National Petroleum Corporation; Governor Rabiu Musa Kwankwanso of Kano State; and Bisola Adegbenro, Also on the list are Isaiah Danjuma, son of General TY Danjuma from Taraba State; Dele Momodu, Publisher of Ovation; Kehinde Lawanson, a former Executive Director of First Bank; and Chief Bayo Ojo (SAN), former Minster of Justice.a Senator-elect from Ogun State.

Why you don't appreciate popularity, Fayose replys Oni

Ekiti State Governor, Mr Peter Ayodele Fayose has lambasted the former governor of the state, Mr Segun Oni saying that he cannot appreciate popularity of other politicians or value it because he had never been a popular politician and neither had he won election in his life 

Fayose who spoke through his Chief Press Secretary, Mr Idowu Adelusi was reacting to statement of Segun Oni in the national daily of yesterday that PDP's victory in Ekiti State has not proved Fayose's popularity.

Describing Oni as a politician who had always rely on godfathers to impose him due to his unpopularity should not be castigating Fayose who had removed reproach placed on him by former governor Kayode Fayemi who removed his photographs from the Governor' s Office.

Adelusi said since it takes the deep to call to the deep, only a successful politician would be able to appreciate what it takes to win election.

Adelusi said if Fayose who after leaving office could come back eight years after to defeat the APC incumbent governor in all the 16 local governments of the state and as well trounced APC in the presidential, national assembly and state assembly elections, how then can Oni measure popularity?

According to Adelusi, Oni has never won election in his life, explaining that in 2006, he came third in the PDP governorship primary, but the god fathers gave the ticket to him.

Adelusi continued, " Segun Oni did not win the 2007 governorship election which informed the nullification of his election by the court. 

"Similarly, because he was imposed as PDP National Vice Chairman ( South West), the court again removed him.

"How do you compare Segun Oni who was always removed from office by court due to unpopularity with Fayose who has always won elections and whose elections have always been affirmed by the court?"

Adelusi said it was wrong for Oni or any APC leader or supporter to say that Fayose sponsored the crisis in the State House of Assembly, saying that it was Oni and other APC leaders who instructed the APC lawmakers not to cooperate with Fayose government.

Fayose's spokesman, traced genesis of the crisis to non appearance of Adewale Omirin, the then speaker at the venue of inauguration of Fayose as governor and the immediate closure of the assembly by Omirin asking the legislators to proceed on indefinite recess.

Adelusi said due to intervention by some elders, Omirin reopened the assembly but vowed not consider any bill brought by the governor so as to cripple the government, adding that it was in line with instructions given to them by their leaders to frustrate the government that informed Omirin again closing the assembly indefinitely last November and the APC lawmakers relocated to Lagos.

" It is very disgusting that Oni who was onced disgraced by the APC leaders could now connive with them to sponsor instability in Ekiti State and want to bring down the government that restored his honour.

"Therefore, Oni and his co-travellers should take note that Ekiti people will defend this mandate given to Fayose with the last pint of their blood," said Adelusi.

Egypt sentences Ex-President Mohamed Morsi to death

An Egypt court has sentenced former President Mohamed Morsi to death for a mass prison break in 2011.
The court ruled on Saturday that the sentencing of Morsi and 105 others will be referred to the Grand Mufti, the highest religious authority in Egypt, for confirmation.
Many of those sentenced were tried in absentia, including Yusuf al-Qaradawi, an influential Islamic scholar based in Qatar.
The court will pronounce its final decision on June 2.
Morsi, who was overthrown by the army in 2013 amid mass protests against his government, was spared the death sentence in the first of two trials that concluded on Thursday, in which the court advised death sentences for 16 defendants on espionage charges.

Restock ATMs, Borno residents appeal to banks

Maiduguri residents on Saturday appealed to the management of banks operating in the city to restock their Automated Teller Machines to allow more residents to access their money when in need.
The residents’ appeal followed a 24-hour curfew imposed on the state capital by the 7 Division of the Nigerian Army after Wednesday’s foiled Boko Haram attack.
They said most of the banks’ ATMs in the town were not dispensing cash to customers, a situation which they said exposed many to untold hardships.
A resident who lives in Bulumkutu area, Malam Shuaibu Bala,  said “it is very unfortunate that almost all the banks had no money on their ATMs, which means we will have to wait until Monday.
“We have been forced to stay indoors for 48 hours and the entire foodstuff in the house have finished, I needed some money but no ATM is dispensing cash in this town.”
Another resident, Mr. Sharreef Mahmoud, describe the development as “very unfortunate.”
Mahmoud said, “Most socio-economic activities had been shut down completely due to the curfew, markets, shops, filling stations and banks are all closed, we cannot get money to buy anything.”
He then urged banks in the state to restock their ATMs to reduce the people’s hardship.
“The banks should please do something about this if they don’t want us to die of hunger.”
Meanwhile, the 7 Division of the Nigerian Army had on Saturday relaxed the curfew imposed on the state capital.
A statement issued by the Spokesman of the Army, Col. Tukur Gusau, stated that the curfew was now from 5pm to 8am until further notice.

5 Most Notorious Government Agencies Siphoning Nigeria's Revenue

This article highlights some of the Organizations at the top list of siphoning most of the revenue which should be going into Government's purse, but rather diverted to private pockets. They're responsible for Nigeria's low IGR and Foreign revenue annually despite the huge amount of money coming from crude oil exports and Huge actual Internally Generated Revenue, most of which the Nigerian Government does not officially earn. 1. NNPC (Their Oga kpata kpata): Records speak for itself, the NNPC doesn't even know the amount of crude it imports daily. There are possibly over 100 different means which the NNPC uses to siphon government revenue. From fraudulent subsidy payments to intentional delay of imported products to incur and accumulate demurrage with shopping companies. They're mostly responsible for the over $600 billion dollars alleged by the EFCC to have been stolen from Nigeria since 1999.

2. NPA: Working for the Nigeria Ports Authority can even be more rewarding than working for the NNPC. Thousands of illegal deals worth millions of Naira are settled under the table at the ports on a daily basis. Government ends up not recording most of these criminal deals. So many criminal waivers, unrecorded imports, direct cash settlements rather than legal payment channels, undercharges, auction sales etc.

3. Customs: customs officials attached to courier agencies target goods coming in from overseas. Once your package arrives, you'd be expecting the normal courier charge and taxes, then you hear the bad news; Nigeria customs is holding your package. They'll usually give you a fictitious extra bill, citing some flimsy reasons and stipulated policies and conditions which cannot be found anywhere on their website. Instead of allowing the goods get to your local courier office, they'll rather invite you to Lagos and that's when you get desperate because you don't want to travel all the way to Lagos to collect a package. So you decide to negotiate and pay. Mode of payment is usually their private accounts or other means which will not be eventually traced back to them, not government's purse. Sometimes also, their charges are genuine, but settled through private channels, So government gets little or nothing from the illegal transaction.

Their Illegal Operations with The Immigration Service at Nigeria's borders also ensure that Cars and other goods are imported into Nigeria illegally with taxes and charges that are never documented or paid into government's purse.

4. FIRS: this is another criminal organization in Nigeria.They target multinationals and big companies, and the richest among them work in Abuja, Lagos, Port Harcourt and other cities with numerous big companies. They help you evade tax in so many different ways (evading and avoiding tax are different things, one is criminal, the other is legal) and collect huge rewards for their excellent criminal manoevers. Hundreds of billions or possibly trillions therefore go unrecovered annually.

5. NIMASA: The Nigerian Maritime Administration and Safety Agency is a regulatory body saddled with various maritime related responsibilities including administration and regulation of shipping licenses, carrying out aerial and coastal surveillance, control and prevention of maritime pollution, providing maritime security. About 40% of Nigeria's income Is budgeted for this agency to develop maritime infrastructure and fund the operations of the Maritime Academy of Nigeria. NIMASA has been involved with various levels of fraud on many occasions running into Trillions of naira.

Other Agencies include the Nigeria Immigration Service, Federal Road Safety and The Nigeria Police Force.

N172bn Fraud Cases Against Ex-govs Turned Senators

Investigation by Saturday PUNCH has shown that over N172bn fraud cases are against some senators-elect who were formerly governors.

Over 15 ex-governors won senate seats in the March 28 election with many of them having cases of corruption ranging from misappropriation of public funds to money laundering hanging over their necks.

Some ex-governors have been in the senate before the last elections while a fresh set of former governors will be joining them when the new legislature is inaugurated on June 6, 2015 by the President-elect, Gen. Muhammadu Buhari (retd).

The list of the ex-governors elected as senators, who allegedly have fraud cases against them, whether old or new, include Bukola Saraki, Theodore Orji, Adamu Aliero, Sam Egwu, Joshua Dariye, Danjuma Goje and Abdullahi Adamu.

The immunity clause in Nigeria’s constitution protects the President, vice-president, governors and their deputies from prosecution while in office but even after these public office holders leave office, findings show that anti-graft agencies including the Economic and Financial Crimes Commission have failed to pursue their cases to logical conclusions.

Former Ebonyi State Governor, Dr. Sam Egwu, recently won the parliamentary election to represent Ebonyi North Senatorial District in spite of the corruption charges levelled against him.

Egwu allegedly misappropriated close to N80bn while in office as governor between 1999 and 2007.

He was also said to have left a debt profile of N10bn for his successor.


Also, the former Governor of Nasarawa State, Senator Abdullahi Adamu, who was in office between 1999 and 2007, became a senator four years later. Since that time, Adamu has been returned to the position after subsequent elections.

However, his record with the EFCC is also allegedly unclean but that is as far as it goes.

In February, 2010, Adamu was arrested by the EFCC for alleged embezzlement of public funds. On March 3 of the same year, he was arraigned in court alongside 18 others on a 149-count charge of fraud involving over N15bn, but the case has continued to drag in court with no headway.

Interestingly, in an interview in February 2011, as the Peoples Democratic Party’s candidate for Nasarawa West Senatorial seat, Adamu dismissed the EFCC case against him, describing it as “mere allegations.”

He boasted that the EFFC case would not affect his candidature and truly after the poll, Adamu emerged winner, beating his closest rival, Gen. Ahmed Northerner (retd).

Similarly, the former Gombe State Governor, Senator Danjuma Goje, and four others, were first arraigned in court on October 17, 2011 on conspiracy, fraud and money laundering charges. He allegedly embezzled N52bn public fund.

Senator Bukola Saraki, who is currently vying for the seat of the Senate president, has been a subject of investigations by the Special Fraud Unit of the Police following allegations of an N11bn loans scam preferred against him.

The said loans were allegedly secured by Saraki between 2004 and 2009 when he was the governor of Kwara State.

The SFU said the loans were used to purchase shares of blue chip companies and choice property in Lagos and Abuja, some of which were used to secure the loans.

In addition, Saraki has allegedly been receiving N100m monthly as an illegal pension from the current government of Kwara State.

Adamu Aliero was the Governor of Kebbi State between May 1999 and May 2007. Between December 2006 and August 2008, the EFCC and the Independent Corrupt Practices and Other Related Offences Commission received three petitions asking the anti-graft agencies to investigate Alierio over N10.2bn fraud. It was, however, learnt that the allegations were not investigated.

But following an ex-parte application by an indigene of the state, Alhaji Sani Dododo, for an order of mandamus compelling EFCC and ICPC to investigate the allegations, Justice Adamu Bello summoned Aliero to appear before it. The judge also summoned the two anti-graft agencies to explain why they failed in their statutory duties to investigate Aliero for alleged fraud.

Aliero will be one of the 109 senators that will be inaugurated on June 6.

On July 13, 2007, the EFCC arraigned a former Plateau State governor, Joshua Dariye, on a 23-count charge bordering on money laundering and other corruption charges.

The EFCC accused Dariye of diverting about N1.2bn of the state’s ecological funds into the account of Ebenezer Ratnen Venture, one of the companies through which the former governor allegedly siphoned public funds.

In spite of the allegations against Dariye, he won a senatorial seat in the 2011 polls. He also pleaded not guilty to the charges and went ahead to challenge the competence of the charges instituted against him and the jurisdiction of the Federal Capital Territory High Court to entertain the suit.

But in a unanimous judgement by a five-man Supreme Court panel on February 27, 2015, the court ordered the accused to return to the FCT High Court in Gudu, Abuja, to face his trial. Dariye’s interlocutory appeal had stalled the trial for eight years.

Justice Sylvester Ngwuta, who delivered the lead judgement, described the scenario played out in the entire case as a “sad commentary” on the nation’s fight against corruption.

The outgoing Governor of Abia State, Theodore Orji, was elected on May 29, 2007 and re-elected on April 26, 2011. He was formerly a career civil servant, serving as the Chief of Staff to his predecessor, Chief Orji Uzor Kalu.

Meanwhile, during his first tenure as governor, there were petitions to the ICPC to investigate Orji for money laundering allegations brought against him.

Since Orji could not be prosecuted at the time, ICPC detained the Accountant-General of the state, Mrs. Bridget Onyema, for two days and later granted her administrative bail.

The arrest was in connection with a series of petitions sent to the commission to investigate the whereabouts of about N1.9632bn allegedly transferred under the guise of travel estacodes to the governor, his deputy, their wives and families, as well as 23 other persons who swelled the governor’s entourage to the World Igbo Congress held in Tampa Bay, Florida, the United States, in 2008.

In 2015, the Budget office approved a sum of about N9.4bn for the EFCC for the year.

The agency’s Chairman, Ibrahim Lamorde, according to reports, lamented that the budget was a decline from the about N12.2bn appropriated for the agency in 2014.

The budget covers capital expenditures, personnel cost and overhead cost.

In 2014, the agency allocated N284.6m to hire competent and reputable lawyers to pursue the trial of former governors being prosecuted to a logical conclusion.

It will be recalled that an Ijaw leader, Chief Edwin Clark, recently said the EFCC had lost focus in its fight against corruption in the country.

The former Federal Commissioner for Information stated this against the background of the claim by the President-elect, Gen. Muhammadu Buhari (retd.), that his fight against corruption would start from May 29, 2015 when he would have been sworn-in as the President.

Clark said the implication of Buhari’s statement was that those who were facing corrupt charges or accused of corruption before May 29 would be pardoned.

When one of our correspondents contacted the Head of Media and Publicity of the Economic and Financial Crimes Commission, Mr. Wilson Uwujaren, on Thursday, he said that it was not the practice of the commission to give notification to those to be investigated.

He said only those who are entitled to enjoy immunity as provided for in the constitution would be excluded from prosecution.

Uwujaren said, “It is not the commission’s practice to give public notice ahead of investigation of persons, alleged to have committed financial crimes.

“Be assured that only persons that are constitutionally vested with immunity from prosecution by virtue of the office which they hold are excluded from prosecution by the EFCC for the period they are in such offices.”

Orji, however, said he was not afraid of any anti-graft agency “whether the EFCC or the ICPC”.

Orji, who spoke through his Special Adviser on Political Matters, Chief Ama Abraham, said he was not losing sleep over petitions of money laundering allegations against him during his first tenure.

Abraham said, “The governor is not afraid to render account of his stewardship as the governor of Abia State. The governor believes in the rule of law.”

In a telephone interview with one of our correspondents, Egwu also denied that he misappropriated N80bn during his time as Ebonyi State governor. He also denied that he left a debt profile of N10bn for his successor.

The former governor said, “Whoever is making that allegation must be suffering from a mental problem, he must be suffering from malaria that has refused to be cured.

“Instead of making allegations in the media, they should know the appropriate places to go to. They should go to the police, or the EFCC, (or) to the ICPC.”

Asked if the allegations will affect his duties as a senator, Egwu said, “Let them go ahead – constitutionally I am not under immunity as a senator.”

The Special Assistant to Saraki on Media Affairs, Mr. Bankole Omishore, said on Friday that the police and the office of the Solicitor-General of the Federation had since 2012 absolved his boss of any criminal allegation.

He also said that there was no case currently involving Saraki and any anti -graft agency.

Omishore told one of our correspondents in Abuja that the allegation of financial fraud was being played up against Saraki by his detractors.

Efforts to reach other elected senators like Aliero, Dariye, Goje and Adamu mentioned in the report on their telephones were not successful. Text messages sent to their telephones were also not replied.

Meanwhile, some Senior Advocates of Nigeria on Friday urged the anti-corruption agencies and the incoming Muhammadu Buhari administration to follow through the pending corruption charges instituted against the former governors who are now senators-elect.

The SANs – Prof. Itse Sagay, Dr. Joseph Nwobike, Messrs Femi Falana and Yusuf Ali- said the anti-corruption agencies, particularly, the EFCC, had no excuse for failing to ensure that the cases were brought to logical conclusion.

Sagay said with the election of Buhari as President, EFCC should be encouraged to perform its duties without any fear of victimisation.


He said, “They (the corruption cases against the former governors) are EFCC matters. There are institutions set up to do certain jobs. So EFCC should do its job.

“Buhari cannot be doing everything. The election of Buhari should encourage them that when they are doing their job, nobody will victimise them.”

Falana said alleged impunity which was responsible for indefinite adjournment of the corruption cases against the former governors must stop.

On his part, Ali said the election of the former governors into the Senate did not confer any immunity on them.

He said the anti-graft agencies had no excuse not to proceed with the cases against such senators-elect.

Ali said, “A criminal offence does not die until the person accused dies. An allegation that you have committed a crime is going to be there until the person that is accused dies.”

According to Nwobike, the former governors now senators-elect with pending criminal charges against them deserve no special treatment from the anti-corruption agencies.

He said, “They do not deserve any special consideration. Being elected into the senate does not confer any immunity on them.”

The Publicity Secretary of the Pan-Yoruba organisation, Afenifere Renewal Group, Kunle Famoriyo, said nobody should be above the law.

He said, “It is only in Nigeria that we belabour things like this; once you run foul of the law in a modern society, you have to face the consequences. So, there is nothing special about this if we really want a corruption-free country.

“After all, they are no longer protected by immunity; it’s over. They should face the consequences like every other Nigerian. Nobody should be regarded as being more superior than the law of the land.”

He called for accelerated hearings on cases by the judiciary, saying, “It’s when cases are delayed for so long that people come to try to influence the law, knowing the African society where we see one another as brothers and sisters. Everything is in the hands of the judiciary.”

NIMC: 406 Sacked Staff To Face Criminal Charges

Director General of the National Identity Management Commission (NIMC), Mr. Chris Onyemenam has revealed that the 406 disengaged staff would be facing criminal charges as required by the constitution.

The commission explained that the reason it delayed the sack of the 406 staff despite the court order issued in its favour last December was because it decided to thread the line of caution.

The Director General disclosed this at a press conference in Abuja where he also denied embezzling N30 billion meant for the production of the National Identity card.
He stressed that the case of the affected staff had been handed over to the appropriate authority.

According to him, “It is not true that NIMC has planned to sack or retrench 1,000 workers. However 406 senior members of staff who falsified their service records and thus have been profiting from that fraud, have been formally reported to the appropriate offices for further action.”

He added that, “Embezzlement of N30 billion again is misunderstanding of the facts that has been interpreted to suit the presenter’s purpose. In September 2011 government approved N30.066 billion from the procurement of cards and the accelerated expansion of the back end. And within budgetary constraints, we are very proud of the support we have received “

He revealed that the said money was meant for a period of three years and the commission had already received N17.2 billion out of the 30 billion, adding that N940 million was spent on the redundant staff sacked in 2012.

Patience Jonathan Floors Aisha Buhari's Sympathisers In Court

An Abuja High Court on Thursday threw out an application filed to stop Mrs. Patience Jonathan from holding an emergency meeting of African First Ladies Peace Mission (AFLPM) in Abuja today, May 15.


The trial judge, Justice Baba-Yusuf, yesterday refused to stop the meeting because the two affidavits filed by the plaintiffs were contradictory and incompetent.


The judge said the affidavits were contrary to Section 115 (3) (4) of the Evidence Act 2011.


The court also held that the plaintiffs slept on their right since the application was not presented timeously before the court.


The court noted that the plaintiffs became aware of the facts they deposed to in their affidavits since April 23, 2015 but did not bring the application until May to stop the event which was to hold today.


The court mentioned that by the nature of the event, dignitaries must have arrived the country from all parts of the continent and by its nature, enormous resources would have been put in to organise the event.
The motion to stop the event was moved yesterday and the court delivered its ruling on the same day since the court had no choice as the event was fixed for today.


The plaintiffs, who include Nana Module Onwodi, Ekemma Ugborough Arisa, Louisa Ono Eikhomun and Deborah Oboh claimed that the said emergency meeting called by Mrs. Jonathan was called in “bad faith” as it was aimed at scuttling any chance of Aisha Buhari becoming the President of AFLPM.


Other defendants in the matter include Juliet Mene, Juliet Pearce, Sonia Adolf and Kate Duru.


The plaintiffs had filed a writ of summons for themselves and on behalf of concerned Women for Peace and Development, seeking to stop the emergency meeting called by Jonathan aimed at picking a new President of AFLPM from among the other African first ladies to succeed her.


They explained that the defendant stepped into the shoes of President of AFLPM after Turai Yar’Adua stepped down following the death of her husband, Umaru Musa Yar’Adua.


The plaintiffs claimed that the tenure of office of president of the mission is three years, which is expected to elapse in July 2015 and therefore any attempt for the defendant to convene a meeting to elect a new president would amount to shortchanging Mrs. Buhari who ought to get a chance by May 29, 2015 to participate and even contest the office of president in July, 2015.


They averred that “the defendant / respondent’s intention to hold an election on May 2015 is inimical to the progress and development of the country” as “not only shall we be affected as individuals but the entire nation will be affected as our position in the committee of African nation’s will be relegated”.


They further averred that”the other African nation’s who are members of the Mission have unanimously agreed that the summit and the election be held in July”


They submitted that Jonathan’s interest is “selfish and totally in bad faith” and urged the court to grant an order of interlocutory injunction restraining the defendant / Respondent from convening, hosting the said meeting for the purpose of the electing the President for the Mission or from taking any step that will prejudice or foist on the applicants and the court a fair accompli pending the hearing of the suit.

Justice Baba-Yusuf will entertain the interlocutory application today.

What can be regarded as an unfortunate incident occurred on Tuesday, May 12, in Bauchi when the dead bodies of three kids were recovered in a well. In a report published by Leadership, it was gathered that one Alkassim Abdullahi, is the father of the three children who got drowned in a well at Tudun Salmanu area of Bauchi metropolis. Speaking with newsmen, the state’s police command spokesman, Deputy Superintendent of Police (DSP) Haruna Muhammed, said the bodies of Abdullahi’s children, aged between two and three years, were discovered in a well dug in an uncompleted building in the neighbourhood.

DSP Muhammed said the remains of the children were deposited in the mortuary of the Abubakar Tafawa Balewa University Teaching Hospital (ATBUTH) in Bauchi for post-mortem examination to be conducted on them.

“On May 12, 2015, at about 13:00hrs,one Abdallah Alkassim, male and 3 years, Huzaifa Alkassim male and 2 years, and Hauwa Alkassim female and 2 years, all children of one Alkassim Abdullahi, male, of behind Danga security office, Tudun Salmanu, Bauchi, got drowned in a well inside an uncompleted building at the neighbourhood.

“Scene was visited by police detectives attached to Tafawa Balewa Housing Estate Division and victims rushed to ATBU Teaching Hospital, Bauchi and were all certified dead by a medical doctor,” the force spokesman said.

Meanwhile, a policeman in Tura, a suburb of Bauchi state, has shot and killed his lover over a rumoured relationship she was having with his best friend.

King, who inspired a generation of mainstream guitarists, died late on Thursday, triggering shockwaves across social media, with stars from the music world lining up to pay tribute.

The 15-time Grammy award winner was considered one of the greatest guitarists of all time, and influenced a generation of rock guitarists from Eric Clapton to Stevie Ray Vaughan, having released more than fifty albums and sold millions of records worldwide.

Ekiti: Haunted By Ghost Workers

Ekiti State Government, under the administration of governor Ayo Fayose, has commenced another round of staff auditing, aimed at unraveling the identities of some unpatriotic elements who are feeding-fat on the system.

Successive Administrations in Ekiti State have, at one time or another, carried out such exercise for similar reasons, but how does this imaginary names find their way into the government’s payment list?

In all of these, notwithstanding, pundits have argued that the exercise might not be entirely sacred, after all, as politicians are known for wanting to impress or compensate their supporters and loyalists through various means, including employment patronage. There were instances where workers were relieved of their jobs on grounds of irregular employment by one particular government, only to be re- absorbed by another.

But it appears the system has a way of re- absorbing the ghost workers as the list keeps swelling months after months.

Interestingly, in some of the verifications conducted so far in the state, the following are some of the findings.

Sad enough, some workers were found to be irregularly employed while others got the job with fake certificates. There were instances where certain departments employed more than their capacity. Other irregularities included age falsification, multiple employments, and falsification of grade levels.

The defunct tenure of Engineer Segun Oni undertook the exercise which the opposition then described as political witch – hunt against perceived supporters of the then Action Congress (AC). The exercise which, political pundits said, exposed Oni’s government to unrestrained attacks was later embraced by Fayemi’s administration.

The implementation of the report generated dust in the state as Fayemi was alleged of plotting to terminate the services of over 5,000 local government workers. The allegation made by the PDP then shook Fayemi’s government which was barely two years in office to its roots as the governor’s spin doctors fought tooth and nail to disabuse the minds of the workers. The governor had argued that the action was in continuation with a reform process started by Oni’s administration in the state.

Fayemi explained that the reforms should not be misconstrued to mean that all the 5,000 workers were going to be sacked.

Said he: “l want anybody that has his or her names pasted on the notice board to come up and show whether there is any sack letter to back it up. l want to assure you that government has not sacked anybody, the motive behind the pasting of names of civil servants on the notice boards was to confirm their status. Government is going to see the veracity of the status of the employees.”

Similarly, Fayose has disclosed that his government is taking the decision as one of the ways to surmount the dwindling fortunes of the state resources.

A statement made available to newsmen by the Special Assistant to the governor on Public Communications and New Media, Lere Olayinka, stated that the verification exercise was aimed at blocking close to N500 million being lost to ghost workers monthly through the e-payment system contracted to a private company by the immediate past administration of Dr. Kayode Fayemi.

To this end, the governor hinted that verification of 48,977 workers in the Ekiti State public service has commenced while payment of salary will follow suit.

The governor’s aide disclosed that salary of April will be paid as workers are verified, adding that “Those insinuating that the verification exercise was meant to delay payment of April salary are just playing cheap politics because the arrangement is such that the moment verification is concluded on daily basis, salary of those cleared will be paid.

It would be recalled that the Fayemi-led government, after carrying out the exercise in the local government system, claimed to have saved the state a whopping N757 million annually.

The governor reeled out statistics on the outcome of the biometric exercise, saying a total number of 1,323 workers are benefiting illegally from the local government system.

It noted that physical headcount revealed a total number of 19,258 personnel in the local government system after which two rounds of biometric counting of workers was carried out.

Fayemi explained that the initial biometric counting gave a figure of 19,212 workers while the last biometric counting of workers revealed a figure of 17,889 workers.

He said that the last two biometric exercises revealed that a total number of 1,323 persons are drawing salaries illegally from the local government system which costs the government over N63 million monthly and N757 million annually.

According to him, N757 million would assist his administration to do a lot of developmental projects, adding that the financial implication was too much to bear in view of limited resources available.

Fayemi also revealed that 1,756 council workers with education-related certificates will be deployed to schools while 4,669 health workers in the councils will now be working with the state Primary Health Care Development Agency (PHCDA).

Regardless, the APC has kicked against the present exercise being undertaken by the Fayose-led administration. Reacting to the planned exercise, the APC described it as a conspiracy.

The party said it was vindicated over the alarm it raised that the state labour leaders had sold the state workers to Governor Ayodele Fayose in an alleged multi-million conspiracy deal to help the governor stall his impeachment by the House of Assembly.

APC Publicity Secretary, Taiwo Olatubosun, said in a statement that the alarm the party raised in the media had been manifesting in the stunts by the governor’s latest directive that workers should fill verification forms that would last for one month before he could pay workers’ salary.

He alleged that the provocative action was in the full knowledge and cooperation of labour leaders who had been deceiving the state workers in a scheme clearly against their interests while the labour leaders smiled to their banks.

“The labour leaders are in the picture of the governor’s new initiative to fill verification forms. The exercise is billed to end on May 19 after which there will be a report to be submitted at the end of May. This will make workers angry and the Labour leaders will pretend that they are unhappy. They will then mobilise workers for indefinite strike to stall the governor’s impeachment,” Olatubosun argued.

He advised workers to be masters of their own fate as no amount of strike can stop the impeachment if the lawmakers want to carry out their constitutional duties.

“The lawmakers are not civil servants. The constitution does not say lawmakers cannot sit when workers are on strike. It is a pity that workers are facing their current challenges because they have a lawless, deceitful, and uncaring governor,” he said.

Olatubosun added: “Fayose is the greediest, most deceitful and heartless human being to live in Ekiti space in history. If not because of our outcry in the media, the governor would have creamed off N70, 000 out of N100,000 that MDGs paid to each of its Conditional Cash Transfer indigent beneficiaries of the scheme. That is N155.7 million that would have accrued to a wealthy governor from the pockets of the poor people of Ekiti State.

“The governor paid these hapless and poor beneficiaries just N30,000 instead of N100,000 approved by MDGs already lodged in bank opened by Ekiti State for direct payment to the beneficiaries. Fayose did not know that former Governor Kayode Fayemi, who secured the scheme for Ekiti people, had already told the beneficiaries that they would be entitled to N100,000 as exit fund of the scheme and so he decided to short-change them.

“When we raised the alarm and MDG Officials read our press release, they queried the governor and threatened to stop the scheme and blacklist Ekiti State. This forced the governor to quickly ordered payment of another N30,000 and immediately the beneficiaries started to receive payment alerts.”

He said this was a big lesson for Ekiti workers to know that the man touting himself as the friend of the poor is the nemesis of the downtrodden.

He urged Ekiti workers to demand for their salary as the governor had no reason to owe workers after cutting thousands of jobs, reduction in allowances and running grants, refusal to fund security services, collection of N22b on federal projects and collection of N2 billion Ecological Fund he could not account for but could afford to raise his security vote to N200million monthly.

Yero held hostage over unpaid allowances

HUNDREDS of graduate trainees under the Small and Medium Enterprises Development Agency of Nigeria in Kaduna on Thursday held the state Governor, Mukhtar Yero, hostage over unpaid five-month allowances.
Although the target of the protest, our correspondent gathered, was Yero, he, however, narrowly escaped the anger of the placard-carrying youths. The youths besieged the venue of the inauguration event of the distribution of cheaques to benefiaciaries of the N1bn partnership fund between the state government and Bank of Industry.
The governor was represented by his deputy, Nuhu Bajoga, at the event.
The protesters, who completed SMEDAN training since January this year, beat the security to find their way to the late Gen. Hassan Katsina House, Kawo, Kaduna, venue of the event.
At about 1.25am, the aggrieved trainee graduates forced themselves into the main hall where they expected to see the governor himself but were disappointed that the deputy represented him.
Not done, the youths opted to disrupt the speech of the deputy.
As the written speech of the governor was read by the deputy, the protesting youths shouted him down.
They chanted solidarity songs, “What we are saying, give us our money!” to distract the listening guests.
The development forced the programme to end abruptly.
Government officials and other guests from the BoI at the ocassion had to rush into waiting vehicles to leave the venue of the event.
Inscription on some of the placards displayed by the protesters read, “SMEDAN programme is a fraud;” “This is 419,” “Give us our entitlements,” and “We have not been paid any kobo but the state government said it has paid us; it is a lie,” and “You cannot use us and dump us, we are tired of this government.”
A leader of the SMEDAN trainees, Abdulraman Salihu, said since they completed their training, the government had failed to pay them.
He said the trainees were entitled to N1bn across the state but till date none of them had received nothing.
Salihu said, “We finished training since January this year, but the government refused to pay us and what we are hearing from people is that we have been paid, but nobody paid us any kobo.
“We are entitled to one billion naira across the state, but up till now we have not been paid.”
