From the pictures, one of the officials backs away at first, as the boy continues shouting and threatening.

 Then the toddler throws the silver pipe down on the floor, puffs out his chest and continues gesturing angrily at the crowd in front of him. Officials said to be inspectors had deemed family business illegal
