See Photo: Girl allegedly flogged by soldiers in Port Harcourt

Someone shared this photo on Facebook claiming the girl, reportedly from Akwa Ibom was flogged by soldiers this morning in Port Harcourt. 

Does the body look like that of a woman? She's wearing a bra though... but why would a woman be flogged like this?
