The Americans reached the knockout stages of the Women's World Cup with a 1-0 win on Tuesday night.
But Okon snubbed Ellis following a fiery clash.
He was angry at the decision to give defender Sarah Nnodim a second yellow card.
Portsmouth-born Ellis said: "I typically always go and shake the coach's hand.
"The bench personnel shook my hand and the coach, I said, 'You're not going to shake my hand?
"He said, 'No.' He kind of put his hand out a little bit, but that's his call, not mine."
USA claimed top spot in the supposed 'group of death' ahead of Australia, Sweden and Nigeria thanks to Abby Wambach's winning goal on Tuesday.
But she has warned they must improve if her side are to lift the World Cup for a third time.
She said: "I'm not making any excuses. I need to finish chances that are handed to me.
"And all of us on my team would agree that if you're given a chance you have to take advantage of it."
